The Heroic Pack does not. The beta opened on September 17 and runs through October 21, which Blizzard calls the last full day of testing. You can now level up to 30. There are 14 dungeons open, including the new Excavation Site. Blizzard has also announced a "Server Slam", a few hours with the beta open to anyone, and has not said when yet.

How to get into the beta
According to the official beta announcement, there are two ways in:
Opt in for free
By invitationYou sign up from Blizzard's announcement itself, with its "Sign Up Now" button. Blizzard selects players among those who opted in and sends invitations regularly throughout the test: if you are picked, you get an email and your Battle.net account is already flagged for access. Opting in does not guarantee you get in.
With a pack that includes it
Access includedThe Skyborne Epic Pack ($59.99) and the Warcraft Forever Collection ($79.99) include beta access: buy one and your Battle.net account gets it. What else each one brings: price and editions.
The Skyborne Heroic Pack ($29.99) does not include beta access: it brings the Skyborne race, name reservation and an invite code so a friend can play during launch week, and those codes do not grant beta access either. Prices are in US dollars; the Battle.net Shop shows the price for your country (how to check).
- Once you have access, the beta shows up in the Battle.net app among the World of Warcraft versions "In Development". If it does not appear or will not install, see what Blizzard says about each problem.
- Watch out for phishing: if you are unsure about an invitation, Blizzard advises logging in to your Battle.net account and checking that the beta license is there.

What's open in the beta
The beta started with a level cap of 20 and now lets you reach 30. Blizzard raised it with the October 1 maintenance (official post).
Blizzard's October 1 notes list what that build brought: the new dungeon Excavation Site (Wetlands, 26-31); access to Razorfen Downs (25+) and Uldaman (30+); barbershops in Darnassus and Thunder Bluff, with barbers in all of them; camping changes, and 50% less extra experience from dungeon quests.
When it opened, Blizzard put the new race in the beta, the Skyborne, with their starting zone, Zephras Isle, and all zone content up to level 20.
The dungeons open in the beta according to Blizzard’s October 1 notes, from lowest to highest. According to those notes, you can enter Razorfen Downs (25+) and Uldaman (30+) even though their level ranges are higher:
Blizzard has said more zones, dungeons and the new battleground will open for testing as the beta continues.

Server Slam: the beta open to everyone
When the beta opened, on September 17, Blizzard announced that at some point during the test it would open the servers for several hours so that anyone can get into the beta: the "Server Slam", a stress test of the servers. It also said it would share more details closer to the time.
It has not given a date or time yet. As soon as it does, you will find them here with the times for your region; meanwhile, its beta notices show up on the server status page and the blue tracker.
When it ends and what comes next
The beta is available through October 21 (Pacific Time). Blizzard calls it "the last full day of testing", after which it begins final preparations for launch. It has not said at what time it closes that day.

What Blizzard has not said
With what has been published so far, these still have no official answer:
- Whether beta characters will carry over to the full game. Its beta and launch announcements do not mention it.
- What time the beta closes on October 21: it has only given the day, in Pacific Time.
- The date and time of the Server Slam: it has only said it will share details closer to the time.
- What opens when: it has said more zones, dungeons and the new battleground will open, but it has not published a schedule.
- Whether the level cap will go past 30 before the test ends: what it announced is starting at 20 and raising it to 30.
