5 races can be a Shaman in WoW Forever: Dwarf in the Alliance and Orc, Tauren, Troll and Skyborne (Horde) in the Horde. The Skyborne, the new race in Forever, can only be Shamans in the Horde. New combination in Forever: Dwarf Shaman. There is no official "best race": what sets them apart is their racials, so the choice depends on what you are after.
For PvE, the weapon racials Shamans can use are Mace Specialization (Dwarf) and Axe Specialization (Orc), and the active racials that raise damage or healing are Blood Fury (Orc) and Berserking (Troll). For PvP, the one that removes or shortens loss-of-control effects is Hardiness (Orc). And if what matters to you is the faction, the starting zone or the looks, that is further down too.
