WoW Forever Shadow Priest BiS at level 20
Summary
This is the site’s suggestion for Shadow Priest at level 20, not an official list: we use our Shadow stat weights to score every item a Priest can use with a required level of 20 or lower, and pick the best one for each slot. The beta already goes past this level: the current cap is 30.
Stat priority of the list, per point: Spell Power = Shadow Damage = Mana per 5 sec > Intellect = Spirit. Percentage stats count too, per 1%: spell hit and spell critical strike. Only wand DPS is scored; other weapons count by their stats.

Reasoning: Shadow damage: spell power (and specific Shadow damage) is what truly matters; hit is worth ~12 per 1% and crit less than for a mage. In Classic the spell hit cap against bosses was 16%; Blizzard has not given Forever's now that hit is one shared stat. Spirit restores mana through Spirit Tap and Shadowform does not disable it. The wand scores twice as much as for the healing trees because it is part of real damage while levelling.
Heads up: the beta is capped at level 30 and the weights are indicative, tuned for level 60 with no simulations behind them. Sources come from the WoWSims Forever database and, for items that already existed in Classic, from the Classic 1.12 database (CMaNGOS Classic-DB, marked "Classic data": they may change in Forever); an item without a source may not be obtainable yet. Set bonuses and procs are not scored. Everything will change with each build.
Treat these lists as a starting point: your talents, enchants and play style may make another piece the better pick.
